Our much valued, and long standing, Deputy Chief Executive of East Anglia Reserve Forces and Cadets Association (RFCA) is retiring and we are looking for a suitable successor. The position is based at our Headquarters, which is located close to Chelmsford city centre but the Area of Responsibility (AOR) covers the six counties of Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Norfolk, and Suffolk so travel within the AOR is required.

East Anglia RFCA is a public sector organisation with Crown status, set up by statute to be an enduring custodian for the wellbeing of the Reserves and Cadets. We maintain the estate, some 200 sites across our AOR, for our Reserves and Cadets; we build enduring relationships on behalf of the MOD with employers and the civic community in order to promote the Armed Forces Covenant; and we provide the Professional Support Staff for the Army Cadet Force (ACF).

The role requires the incumbent to act on behalf of the Chief Executive and answers for him to the full range of civil and military authorities with whom the Association deals, at all levels. As the Chief of Staff for the Association the post holder is authorised to take decisions on behalf of the Chief Executive in his absence and to advise the Association President and Chairman and other important and influential personalities, including Lord-Lieutenants, Chairmen of local authorities, and Brigade Commanders when required. Because of this we are looking for an experienced staff officer, preferably at SO1 having also commanded a Reserve Major Unit. A full driving licence is required.

Range of tasks include:

• To champion youth development throughout the AOR as the Association lead for all matters concerning Cadets and Youth;

• To manage the forty plus Professional Support Staff of the ACF;

• To be responsible for the staffing of all matters relating to the ACF, RAF Air Cadets, and Sea Cadet Corps;

• To carry out Chief of Staff duties for the Association HQ;

• To represent the Chief Executive when he is not available at regional and national level, including liaison with all single Service Regular Headquarters, Formations and Reserve Units.

This post is that of a Crown Servant on MOD Civil Servant remuneration scales. It is for 42 hours per week including lunch breaks. This position attracts a current salary of £37,940 p.a. Additional benefits include a generous defined benefit pension scheme, annual leave of 25 days plus public holidays (rising to 30 days after 5 years of service), free on-site parking, and the use of an Association Car.

Applicants will be required to make a 10 minute presentation on a Cadets & Youth related topic at interview. Those selected for interview will be given more detailed instructions.

Closing date for applications is 1200hrs 30 October 2017. Interviews for selected candidates will be held Tuesday 28 November 2017 with a view for the successful candidate to start in March 2018.
